The Transition Period Is Over For Class Q Barn Conversions – What Do The New Rules Mean?
Landowners in England considering the conversion of agricultural buildings to residential use should be aware that the previous Class Q permitted development rights have now been superseded. This legislation has been in place since May 2024, so it is not new, but the transition period has now come to a close. Any application made after the 20th May 2025 must now comply with the new legislation.
What Has Changed?
Permitted development rights (which can cover anything from domestic extensions through to changes of use and barn conversions) are a set of rules created by the Government allowing property owners to carry out certain works provided they meet a set criteria.
Key changes to legislation includes:
• The ability to create up to 10 dwellings, vs the previous limit of 5.
• Up to 1000m² of floorspace may now be created, vs the previous limit of 865m²
• Provisions for small extensions have been added.
• The maximum size of any single dwelling is now capped at 150m², a reduction from the previous 465m² limit.
What If I Have An Approval Under The Previous Class Q Rules?
It remains valid provided the conversion is completed within 3 years. However, be aware that unlike standard planning permission, Class Q approvals require the development to be fully completed within three years—not just commenced. If you fail to do so, any fresh application will need to be considered under the new criteria which may no longer permit previously approved plans.
If you have an existing consent but have not started work, you may wish to re-evaluate the scheme under the new rules. The updated criteria could allow for more dwellings or provide scope to add extensions.
