Flood Risk Assessment (FRA)

The National Planning Policy Framework (NPPF) in England, and Planning Policy Wales requires that Flood Risk Assessments (FRAs) of Flood Consequence Assessments (FCAs) are carried out for development projects in certain circumstances. The Berrys civil engineering team has substantial combined knowledge and expertise relating to flood resilience and flood risk mitigation. We have vast experience in undertaking flood risk assessments on a diverse portfolio of commercial and residential development projects at locations across the U.K. As climate change impacts society, it’s never been more important to understand the risks posed by flooding to a particular development proposal.

When undertaking an FRA or FCA it is essential to consider every aspect of the proposed site. We carry out our assessments using the industry recognised Source > Pathway > Receptor model, which considers the proposals within the context of the site and the wider setting. All potential sources of flood risk are considered in relation to the site conditions and how the development will operate. This allows us to identify the risks, and in turn to provide practical advice to our clients of how to manage risk efficiently, and sustainably.

Sources of potential flooding include:

• Coastal

• Fluvial (rivers and watercourses)

• Pluvial (surface water ‘overland’ flows)

• Reservoirs (breaches or capacity related)

• Groundwater

• Drains and sewers

• The impacts of climate change on existing infrastructure

Not only should all sources of potential flooding be investigated, but also climate change factors and how this will impact on any possible flooding. Existing ground conditions and the type of proposed development are also important variables to consider, as these can also have a significant impact on potential flood risk.

We understand the requirements of the Environment Agency (EA), Natural Resources Wales (NRW), the Lead Local Flood Authorities (LLFAs), and Internal Drainage Boards (IDBs). The requirements and issues for each river catchment area can be quite different, so we tailor our reports to suit the need for the respective flood authority for the site location.

Outline or more detailed drainage strategies encompassing surface water SuDS and foul sewer design can also be incorporated into FRAs and FCAs. We are therefore able to provide a total solution to the water based element of any proposed development project and this provides efficiency savings when compared with these functions being delivered separately.
